11 Investors Express Interest in Gepco Privatisation
ISLAMABAD: The Privatisation Commission (PC) has received Expressions of Interest (EOIs) from 11 domestic and international investor groups seeking to acquire a 51% to 100% stake in Gujranwala Electric Power Company (Gepco) along with management control.
The EOIs were submitted by the deadline on Friday, reflecting strong investor interest in Pakistan’s electricity distribution sector. According to the PC, the prospective investors include companies from Turkiye and Saudi Arabia, as well as several leading Pakistani business groups.
Of the 11 interested parties, four are foreign investors — three from Turkiye and one from Saudi Arabia — while seven are local business groups. The three Turkish companies, Aktor Elektrik Enerji Yatırımları San. ve Tic. A.Ş., Genvera Enerji A.Ş., and Cengiz Enerji Sanayii ve Ticaret A.Ş., had also submitted EOIs for Faisalabad Electric Supply Company (Fesco).
Unlike Fesco, which attracted interest from a Chinese investor, Gepco received no Chinese EOI but secured participation from Saudi Arabia’s Al Sharif Contracting and Commercial Development Company.
The local investor groups include Engro Energy Limited, Sapphire Fibers Limited, Hub Power Holdings, Lucky Cement, Shirazi Investments, Artistic Milliners, Fatima Group, K-Electric, AKD Securities, Fast Cable, and Mughal Steel Group. Except for the AKD-led consortium, these groups had also expressed interest in the proposed privatisation of Fesco.
Meanwhile, Maple Leaf Cement and Kohinoor Textile, Nishat Mills Limited, and Pak Elektron Limited, which submitted EOIs for Fesco, have not shown interest in Gepco.
Privatisation Commission Chairman and Adviser to the Prime Minister on Privatisation Muhammad Ali welcomed the strong investor response, describing it as an indication of confidence in Pakistan’s power-sector reform agenda and the potential of the electricity distribution business.
The PC said the privatisation process is aimed at improving operational efficiency, modernising distribution infrastructure, reducing electricity losses, strengthening customer services, and creating a financially sustainable power sector.
The submitted EOIs and Statements of Qualification (SOQs) will now undergo a comprehensive evaluation against the approved pre-qualification criteria. Investors meeting the requirements will proceed to the next stage, including access to a Virtual Data Room (VDR) for detailed due diligence.
Gepco is one of the three electricity distribution companies included in Batch-I of the government’s Disco privatisation programme, alongside Fesco and Islamabad Electric Supply Company (Iesco). The deadline for submission of EOIs for Iesco is September 7, 2026.
The Privatisation Commission said it would maintain an open, transparent and competitive process aimed at supporting the government’s broader power-sector reforms and, in the long term, delivering more reliable and affordable electricity to consumers.
